my second had this issue and would choke at times...luckily logic and the idea of cause and effect (and a LOT of repetition) took over and he grew out of it.
i'd say let him choke, but sometimes natural consequences are a little much!
hey- I was lucky enough to see this in person and get some of the stuff he figured out wouldn't fit in his mouth in my hand. I think it's hilarious when another kid does it- when Addie does it, not so funny.
